After applying full scroll bar to the page including header and footer, Text editor ribbon actions cause page to automatically scroll down (while applying formatting)

Here is the screenshot of the page trying to edit and apply fore color to the text at bottom of the content. when i scroll down the page the ribbon is missing and not able to select fore color.
