If it is issue with DevExpress then why some other dev have the same problem even though they are not using DevExpress. Anyway, I already post a discussion to DevExpress forum.

If the other dev having the problems is not third party at all then you should post issues about that if it is only Microsoft software doing that. Otherwise if the other dev includes third party, non microsoft, items which are having the problem then contact their vendors I would imagine.
Although you can search for reported bugs at connect.microsoft.com I believe but the link is actually for http://ift.tt/1uUd2iQ. And I've search for bug reports before but don't remember how to do it.
