I think you can try "Socket Programming" .
I dont know wy u need such type of program. Are u writing stand alone application (yes) "socket application" may help, else you cannt.
Or u can also do 1) if mail is not send>>>then save data in database with some flag
2) when there is network check flag in db and resend ur data to client.
