IMO comparing a date/datetime to its string representation is something that is done so frequently it's fine to specify as option C - just bear in mind what representations are and are not language dependent.
By the way I'd like to say thanks to Tibor Karaszi and Aaron Bertrand for their excellent articles on the subject - just imagine how much easier life would be if everyone had read and understood them (would certainly have saved me a lot of effort going back and fixing old reports)
