FPS is the actual speed of Display. What you want to set is the intended speed of Display, so you should perhaps not name it FPS. Calling it "max FPS" makes more sense, as it defines the upper Limit.
How much delay must be between Frames based on FPS can be calcualated with the Formula:
1000/Intended Frames Per Second
More then 25 FPS (or 40 ms Delay) is usually wasting time, as the human eye only runs with about 25 FPS. Even most games will artificially throttle Dispaly down to 60 or more often 30 FPS.
