According to your description, it seems that the issue which you occurred is that a multi-value parameter with blank as default value cannot be set with blank value in the report manager interface. After testing the issue in my local environment, I can reproduce this scenario. In my test, the issue occurs when I don’t select any value as default value, it displays an error message” A value is required” when clicking Apply button.
Based on my research, this should be make sense. Because the parameter is a multiple parameter, it means that we can select multiple values as the parameter values, but at least one available value should be selected. We couldn’t select none as default value. So in your scenario, we should select a label which correspond to blank value as Default Value.
