According to your description, Puerto rico is not displayed in the map of US, you want to know if it is supported in SSRS, right?
In fact, SSRS Maps are based on spatial data that typically consists of points, lines, and polygons. Each type of spatial data is displayed on a separate map layer as a set of map elements. If the state is not displayed in the map, it will not be displayed in standard map of SSRS.
