Are Microsoft Experimental Collections 1.0.3 supported on Windows 7?

According to the info here: https://www.nuget.org/packages/Microsoft.Experimental.Collections

these collections are not supported on Win 7. Still, I need to be sure so I've decided to ask my question here.
