If there isn't a huge amount of data then I would think just storing it all in a list would work.
You can find all food or any food with a description containing chicken using LINQ.
This is simpler than using a dictionary with a list of descriptions ( and id? ) per LKP_CODE and more flexible.
Unless your only requirement is to find all descriptions for a given code.
It depends what you're trying to do.
