Newcomer - why would same code run when compiled with command line csc but fail with visual studio (2013)?

I'm wondering if you're running into a permissions issue. Was the Command Prompt window running as Administrator, for example, giving you access to all Registry keys? If so, was Visual Studio running as a normal user, not as Administrator, giving the non-Admin restricted access to Registry keys?
