You don't mention anything about your previous laptop so I don't know which Visual Studio was on the previous and what is on the new one. Or what Framework was on the previous and what you compile the code to on the new one. Or what CPU you compiled it to on the old one compared to the new one or if the old one was x86 and the new one x64. Although I wouldn't think any of that should matter.
Did you try altering the timer interval to see if you could get back to 50 FPS?
I suppose somebody with Win 8.1 x64 and whatever your old PC was may have to test the issue to see if they can assist you.
