Casacding parameters refreshing was not working properly

Based on my understanding, you want to create cascading parameters using SSAS cube database.

In Reporting Services, with cascading parameters, the list of values for one parameter depends on the value chosen in preceding parameter. But we should note the order is important for cascading parameters because the dataset query for a parameter later in the list includes references to parameters earlier in the list. In your scenario, since you want to create cascading parameters, you pass the first parameter value to the second parameter dataset.
