how can i access SharePoint property bag values in an aspx file (master page)?

I've used SP Designer to add properties at the site level. I know how to access them via JavaScript. How can I reference them in a master page or aspx file?

For example, I have a property called "cc text" and I want to add it in the master file so all my pages show it.
