Per my understanding that the user "'Home-PC\Home" is in the local administrator group like below:

If the user indeed in this group, you will not need assign item level and system level role in the report manager.

You issue can be caused by your browser isn't in the Administrator Mode, please try to right click the browser and select the "Run As Administrator" to see if your problem will resolved. Please also do the same when you open the designer and SQL Server Management Studio, this will help you successfully deploy the report to report server.
