Programmatically create sub-site AND validate if desired name exists

Alright, this explains a lot. The parent site name is "Team Site" and all the child sites are listed in the screenshot. It appears my code is trying to dive into the child sites instead of diving into the parent site and validating against its children, I think...now to figure out why...
