ssrs 2008 r2 iif with a lookup

Essentially, it's saying that the key values in table A and Table B match (VFields!SK.Value). In Table B the value of Fields!StCount.Value is evaluated. if it is nothing (Null) it is assigned the value of 0, otherwise the value of Fields!StCount.Value is substituted.
