The code you posted worked Ok for me in SQL 2012, e.g. I got this error
Msg 60001, Level 16, State 1, Line 3
The quota filled with $1,000,000.00 and the percentage filled with 100.00% must be mutually exclusive, ie, if one of them is nonzero, the other must be zero.
What is the SQL Server version where do you test the above?
