in the code sample you referred to, the picture is first displayed with an image control (obviously) and then there's a rectangle with two circles/handles at the corners. Those handles should respond to the ManipulationDelta event and change their position as well as the shape of the rectangle.
You can make the rectangle semi-transparent, or use a polygon to have the rest of the image greyed out. The code sample should provide all you need - what was the error you got when trying to build it? Also try "Clean solution" and "Rebuild".
