What do you mean with "completely identified"?
What adapter it is and what driver it uses has to be clear before it is enabeled/disabeled or even shows in the list of adapters.
Do you mean "an event that fires when the Adapter get's Network settings from a DHCP or decides to use APIPA/the alterante configuration"?
