Regular Expression to Replace Specific character between 2 immediate letters or numbers?

The originally file looks like this: "ABCD","ABCD"AB,CD",ABCE"","ABC"D"



Note the multiple quotes in some places.

I have searched the internet for about two weeks, tried ever CSV library out there and nothing can handle this:



The Data I am dealing with is historical/Research, there is no other way to clean this up.

If I can get this into the DB, then I can do all the cleaning I need. That would be like eating Ice cream in the Arizona desert.
