Since there is no way to batch kill processes, rewriting this in a set based way to produce a batch with multiple KILL command will probably not help a lot. In this specific case, I don't see a lot of added value to rewrite. Eliminating cursors is particularly useful if the entire cursor can be replacement one or a few set based statements. That is not the case here.
