Page Layouts link does not appear

When you say that you can turn publishing on in any other site collection, where should I be going to do this?

The only place that I see is either site actions, site settings, site collection features and enable SharePoint Server Publishing Infrastructure (which errors). What am I missing?

Can we do a quick go to meeting or showmypc for 5 minutes, so I can get this fixed?
