Page Layouts link does not appear

I am going to site actions, site settings, site collection features to activate SharePoint Server Publishing Infrastructure. When I activate it, I get the error "Cannot be activated in the central administration web application". What am I doing wrong? Are you allowed to do a 5 minute go to meeting to show me what I am missing?
