Is it possible to use outlook object when the user is not looged in to the system?

I have a requirement to use outlook object to read e-mails. I am using a console application for the same. It is running as Schedule task. But only when the user is logged into the system it is working. Is it possible to read e-mails using outlook even if the user is not logged in? If so please let me know how we can do the same using c#
