Edit, Checkout and Page Layouts buttons are greyed out

Hello,

Edit, Checkout and Page Layouts buttons are greyed out in one of the custom page layput. But all other custom page layouts except this - those buttons are enabled.

Checked the site permissions but everywhere user has the same permissions. Even i am site collection administrator (having full rights) but still those buttons are greyed out.
