Passing rendering format and report parameters in the URL to call a report - SSRS 2012

I have check the URL you have provided and find you have added the parameter and the render format in the URL of the report in the Report Manager, right

If so, your issue is you have using the wrong URL of the report to add the parameter, you need to add the parameter Reference in the report Server URL, so please modify the URL like below:

http://reportserv/ReportServer/Pages/ReportViewer.aspx?%2fInsurance2fInstallations_Excel&rs:Command=Render&rs:Format=excel&Creation_Years=2014
