I doubt that your error is caused by inexistence of Silverlight. Based on the error message presented here, it looks like that you're missing one of XML in the server.
- If you're using 2 or more Web Front End, it is possible that the feature files between both WFE are not sync
- Database full may also create this kind of error
- Server local disk full may also create this kind of error
- Corrupted site may also generate such error
And since you are using custom site definition, it is possible that the problem lies in your site definition. Try to open ULSViewer (http://archive.msdn.microsoft.com/ULSViewer), and see if you can capture some more exact pointer.
