reusable workflows not available in subsite using CT

Hi,

According to your description, my understanding is that you want to get the workflows associated with the content type in subsites.

Per my knowledge, if the reusable workflow is published globally in the root site can be inherited in subsites.

I recommend to re-make the reusable workflow to be associated with the corresponding content type in SharePoint Designer.

Click Associate to Content Type in the ribbon per the picture below and select Yes in Update List and Site Content Types.
