As mentioned there would be other users (not all users) and they would have "delegated rights to AD" so they could create accounts - this would only be about 10 people.

If you have given proper admin right in AD to all 10 users then they should able to create account. Did you verify all the rights as mention in my first link.
Another thought is, As you said other users (not admin) will also use this webpart so could you tell us why they want to access this webpart?
You can feel free to use username and password in your code and allow this webpart access to only authorize users. You can simply create a SP group and add all ten users in that group, who are going to create AD account. Then use audience targeting feature to enable that webpart to that group only.
