Yes and no: you need to keep the MediaElement live so you cannot navigate away from the Page it is on, but you can navigate everything else. Create a global page with the MediaElement and a sub-Frame and put the navigable content in the sub-frame similar to this topic on creating global app bars: http://ift.tt/1nSeoFe
