How to provision a page at SiteCollection level

My requirement is to create a blog sites through a interface i.e through a webpart in a page.this page will be at sitecollection level .

Its a static page with a visualwebpart in it i.e the interface for creating new sub-sites .when user enters details and clicks submit i am activatign the feature for deploying of pages into newly created site.

Right now i have manually added the page at root site for creation of new subsites i want to avoid this manual creation of page at root level .

My question is how can i add a new page and tell that to deploy it at sitecollection level in the current solution structure which i have attached.
