Design time data not visible for Win8.0 apps on Win 8.1

Thank you for reporting this to us. I could also reproduce the issue.

I download the sample from http://ift.tt/1jVVyhr , a GirdView design time data sample on Win8.0 App.

I will fire this to senior engineers as a bug. Thank you for reporting this.
