As jdweng said, cost[i] is an array, the upper bound of the array is 2. That means you could only get the value of cost[i][0] and cost[i][1]. 23 is bigger than 1, so it threw the exception. Could you explain why you need 23 here?
I suggest you upload the library containing the namespace "MOHS" so that others can test your code, and give you some advices.
