Create dynamic sharepoint workflow.

Hello,

WF can not be create by end user or via code so could you tell us your requirement in detail?

However you can create any workflow and publish it site, later You can use StartWorkflow and CancelWorkflow Methods with SPWorkflowManager class. You can see the below articles for your reference.
