Assistance with disposing images and where needed in the comment blocks

Ok, so, are you saying that it is not a good idea to dispose the file handle after closing it, because it is possible that the file hasn't been closed yet? If so, how do I check if the file has been closed. If you cannot check this, then where should I dispose the file handle? On the other hand, if you are just making a statement, then I am really confused, because, I have collected everything that I needed and placed it in a dictionary collection. So technically, I am finished with the file handle, right? This is a continuation where I have more questions related to this.
